Reinforcement both positive and negative increases the behaviour. Positive increase the behaviour to be repeated , and negative increase the specific behaviour to avoid the unpleasant. Like mouse increases its behaviour to or learn the behaviour to avoid the unpleasant stimulus the current.

On the other hand negative punishment is also removal of the behaviour or avoiding a behaviour but also taking the pleasure thing from the person, eg traffic police take challan to the person who breaks the rules.
In negative reinforcement unpleasant thing is taken away to increase a behaviour. Whereas, in negative punishment, a pleasant thing is taken away to decrease behaviour.
