If any of you don’t have wallpaper glue, I used regular (glossy) modge podge and it worked just fine, im sure you can also use Elmer’s glue, aka school glue

Клеи бывают обратимые (адгезия возвращается при растворении, в основном натуральные - рыбный, костный) и необратимые (в основном синтетические). При растворении бумаги адгезия содержащегося в ней клея значительно снижается. Появляется необходимость в добавлении свежего клея.

Progress updates in this comment so i can hopefully feel proud.
1) i hope i can find a shredder so i dont have to cut lots of paper
2) found a shredder and brought the shreds up with a random measuring cup
3) found 2 bowls but idk if we have a strainer
4) hopefully this kind of small strainer works

You can just use equal parts of standard everyday flour and water. That is glue and it works.
