What I’ve been told is that you cannot add money and keep a balance using PayPal with a standard account. You just upgrade your account to have a balance. It’d be mice if this video explained that. Or if PayPal explained that anywhere except at the bottom of the help section.
yes! there is an option to withdraw money in the more section. Same process more or less that generates a code that will come with a fee. just remember to take into account the fee when it asks you how much you want withdrawn so you get the right amount.

If you are using the Paypal business app it is that way, Use the regular App and the buttons are there, I had the same issue.
