Mine was a ground plane issue. I started with both readings being almost maxed out near the set line. (Broken coax) replaced the coax and added a 90 fitting so that the new cable wouldn't break the same way. (Trying to get everything set up before hard wire, making sure the radio and antenna and everything works well together first.) Now I get 2.5 on 40 and just over 3 on 1. I could try and tune it out to 2.8 on both but adding a spring would help a lot more. For those that are running into the same issue you want at least 1/3 of the antenna above the highest point of the vehicle. Mine I have a 3 foot firestik that's mounted at the top of the front fender. It's not sitting high enough as it is so ill have to likely go to a 48in firestik with the spring. But either way I'm looking at likely only bringing swr down to about 1.5 considering how close the antenna is to the body of the truck.
The other thing to take note in this video is that the radio has an SWR meter built into it already. So when you get your swrs correct using the external meter you can verify by checking with the radio meter and SWR mode. When to verify that the radio reads very similar or exactly the same as the external SWR meter you can periodically check it to make sure it stays the same in which case if you notice a difference then you can hook up the external meter again and see if it's really has changed
In this video he's using the meter correct. When using this meter the switch on the right stays down in SWR mode while you adjust the calibration knob or forward reverse switch

You’re using the wrong button you’re using the white button on the left side you need to use the button on the right side that says SWR
