These are actually scripts/plugins category in the lspdfr,they are only easy if you know how to put them like the axon signal plugin.Mostly,they need to to drag the "plugins" folder to the side of the GTA V main directory and it will automatically put it inside where it should belongs.Well,for mods there are things like CHP car packs,some of those are ELS vehicles so you also need to install ELS for those,mods are not like plugins that easy,you need to have OpenIV and create a "Mods" folder and you must put the right "update" folder inside or else you are gonna end up like me,game crashes whenever i tries to go on duty because i did it wrong,had to delete the mods folder.

3060Ti is not a graphic card for high frame rates. I usually use QuadHD ~48fps

It works, but it needs the right combination of gun and holster. Look with EUP.
