My understanding is potential ability is a static number so I guess it could impact the development of a player if there stats stopped them from picking up the trait quickly however dont think it would decrease potential but I could definitely stop them reaching their full potential. I guess it is a risk you have to weight up.
The traits themselves do not effect ability/potential what they do offer is the ability to tailor a players actions on the pitch e.g. if they have a trait to play the ball short then they will favor hat over playing long balls. I would recommend looking at the attributes to see what traits fit a player best.
Except that training traits does take away part of the PA of a player, not sure if this also applies when done through mentoring though.
