I still don't get why they draw a line between gangs and "villains." The Yakuza doin' crazy supervillain stuff like this the whole arc. Is it a branding thing? Because the main difference I can see is Overhaul also has a profit margin.
That’s a good question. I was kinda under the impression that (at least in this universe) gangs tended towards lower visibility crimes while villains are all about that (Megamind voice) *PRESENTATION* and that it wasn’t until Overhaul took over that the Yakuza started dipping into villain territory.
