Most commonly deployed Inter-AS MPLS VPN Option is Option A. People deploy Inter-AS for their internal network use as well.
For example multinational companies, if they have single IGP , single BGP per country , they deploy Inter-AS MPLS VPN to provide VPN services to customers who have a VPN spread across multiple countries.
