Yes it is market manipulation and it is equivalent to rug pulls and pump and dumps in the stock market. However, there arent many laws around crypto yet, there are some laws that were recently made around crypto but they still in super early stages and dont exist everywhere yet. So what he's doing is currently legal or grey area but might not be next year or a year after that
It should be noted that crypto was invented to be difficult to regulate. The technology uses a wide ranging network of computers all over the world, so no one bank or country can control it.

The SEC has been arguing in US Courts that it is, but with Trump in charge I wouldn't get your hopes up. Is it an immoral and disgusting thing to do? Absolutely. Illegal? Harder to say.
He’s ahead of legislation, but as a country we’ve been known to do retroactive investigations for these types of financial crimes. He wouldn’t be a high priority as far as crypto goes though.
