Ideally, your genuine answer will be about contributing to your agency at a higher level so your experience positively influences the performance of the officers you will be supervising. As for why they hire you over others, this is an inventory question. In other words, what have you done with your education, training, and professional development that has you standing out as the better choice than your competitors. I will stress that for both of the questions you raised, your response must be honest; if not, down the road, you and your agency are likely to have discontent.
If at all possible can you provide an example of an answer to a question regarding union issues. For example, “you have witnessed or( made aware of) a violation of policy. You must take action on the violation however you are not use a supervisor but the union president, what is the best course of action to be taken in this case”. Another question, “You have been recently promoted to the rank of sergeant, an Officer under your supervision has committed a gross violation of policy and you have been tasked to investigate this matter .However, this Officer is also your best friend and you have worked closely with him for some time now, how do you handle this situation “
