The first thing I would always do would be to take a close look at the grading around the entire perimeter of the structure and make sure the grading was done correctly. unless you get down on one knee and lower the camera so it's about a foot or less off the ground, a video is difficult to see the grading issues

It's better to overbuild than under, anyone worth their salt knows this,you definitely wouldn't want me as inspector, because alot of builders would be forced out of trade,even on commercial jobs ,there is no quality anymore
