If pool is anything like snooker, you have to hit the ball you're aiming for. If the cue ball then hits any other ball it's not a foul. It's only a foul if you miss or hit any other ball before or instead of the one you intended to hit.
And yes, you are allowed to unscrew the cue to make it shorter or to add an extension. Sometimes the position or the angles of the balls means you can't reach so it's necessary to shorten or lengthen the cue and/or use the bridge to rest the cue on instead of your fingers. It's not cheating, it's part of the professional game.

even if you are allowed to unscrew the cue it somehow feels wrong to me but i know nothing about pool so who cares.
