But in real life, if you coach up the kids with talent, they get recruited to the big schools and their mother gets an envelope full of dead presidents. Sometimes the home address will get changed. And other times the whole district gets re-zoned to scoop up all the fast kids. High school football, just like college and NFL, are highly scripted. Businesses with highly scripted business decisions.

All of the big high school programs recruit and there is a lot of money involved.
