If so, with this decision, you'll have to apply for Schengen visa for Latvia and come to Latvia and directly to give biometrics to collect the card. If you have decision and you're already in Latvia, then you can go give biometrics either way.
There are ppl who can help you with this but if you try yourself, it won't work. By rules, the type of visa you hold should be a specific type in order to convert to RP
