Swedish SVT2 Analogue Closedown, with mysterious Scrambled Testcard... Record Date: 2003 *** If you like this upload, please donate something ;-) paypal.me/625line
Encrypted transmisstions are aimed for companies that hires transmission time from Teracom in the SVT2-net. That's why they are/were encrypted. The sound in NICAM stereo was often the classic music from the ordinary testcard but in mono, you could hear the encrypted sound.
Testcard - vertical patterns, as usual, but then: horizontal bar accross the screen, with a writing on it. I cannot read what's the first part of it, but the second is "STHLM". We had Canal+ in Poland encrypted wit similar Nagravision Syster, so as a fan I become good at it.
I could figure it out, it is written
"MCR STHLM"
(master control room Stockholm)

Indeed, they're EBU color bars.
I watched it more times too, it was abaout 2000 till 2003. What's the purpose for scrambling a testcard?
