Note that this is not "Standard Uncertainty" but the quick-and-dirty method by variation that gives min & max uncertainties being very unlikely on statistical, uncorrelated, random uncertainties. Very much more likely for such, if normally distributed, is to fall within standard uncertainty.
Bc it's a book. It serves as a reference, not meant to be spoonfed. It's to keep technicalities. Teachers then use that to teach us and make it simpler
