Because a real Paella has a very specific recipe which includes: chicken, rabbit, green beans, white beans, safron, olive oil, rosemary and water. Other than rice, can you see any of these ingredients in it? Nope. That is why this is not a real Paella. People tend to think whatever rice cooked in a Paella pan is Paella but that's completely wrong. In Valencia (home of the real Paella) we cook other typical rice dishes in the paella pan and they do have seafood in them like the "Arrós del senyoret" but as you can see there is no "Paella" in that name. Yes you are right that the pan itself is called a paella. Valencia is famous for rice dishes using that pan and others. That pan is even used for dishes that dont include rice. All of those dishes have different names. Such as arroz al señoret, or arroz a banda, or fideua, arroz negro etc etc. In valencia when someone refers to a paella or in the very least a paella valenciana, its another very specific dish just like the rest of them. The point is you could cook a curry in that pan, that doesnt make it a paella.
