This case would be similar to earning through writing books, selling paintings, composing music etc. Just because you are in service doesn't mean you cannot earn/invest through other means - even like buying a house, something most officers would have to do over a lifetime. Same is the case for appearing on DD Channel for any discussion. So your assumption that just because someone is in service, they cannot earn through any other means is wrong. As long as it is intellectual content created by you, you can earn through it.
Those people who could not study with full facilities for IIT jee or neet they become self independent financially later in their life. Only those brains crack it to the civil services
