Can i use aleo Vera gel as primer before applying this foundation?

That's not how primer works, primer needs to silicone based, it's supposed to block/fill up the pores , hence it's called priming. Aloe Vera gel is a cleanser/moisturizer and has a totally different chemical composition than a primer. Primer is supposed to block pores and give an even surface to work on, it's like priming a wall or canvas. While aloe Vera gel will be absorbed and won't form a layer outside the skin to give a even surface to work on.
