This doctrine is called "Responsibility to Protect" and as seen much success around the world in the 21st century, Sierra Leone and the DRC being a good examples of this, this is as opposed to before when they were only allowed to do this if the UN explicitly allowed it, such as in Somalia.

@@hypelake6549 first of all people in the hotel were rich people(no poor people were brought in) who were well off and could afford the hotel and they were made to pay by rusesabagina amidist the terror and he cut off water for them which made them drink pool water and secondly he threatened to keep kick out those who didn't pay until they offered him blank cheques as collateral and lastly the people who were saved from the hotel, were saved through negotiations of the RPF rebels who wanted the victims in exchange for the government soldiers and militias they had caught as prisoners of war so the people survived because their lives were exchanged for government perpetrators who had been captured not rusesabagina's help coz he had no army nor any political position and he sided with the hutu government which was on the hunt so he had no reason whatsoever to even dare save a single individual
