Yes you are right , we ignite the apu in first place if both engines failure, In very rare cases we use ram turbines because 2 engine failures are very rare and we use apu in most of the commercial flight and ram comes very last option to help
But the fighter jets use the ram as their main

You forgot about APU auxiliary power unit it is a mini centrifugal turbine engine in the aft , it will provide the backup electricity and the hydraulic pressure required for the control surface to land it will also provide pneumatic pressure to restart the engine mid air
