I went in mid October. There was snowfall few days ago in Shymbulak, but not during my visit. November is expected to see more snowfall. Almaty lake was open, but i didn't went there.

Yes. You can go on new year day. Take lot of winter wear with you along with snow suit. I don't have information regarding skiing.
