Evil Food Eater to MEIKO is Senbonzakura to Miku. Not as popular and not the first you think of, but still really popular and probably the second or third you think of.
I want more videos of MEIKO! The character isn't as showy as Miku or other vocaloids, but I think she is more graceful, and when her voicebank is used appropriately she sounds amazing! (like on this song). I really hope she gets a V4 version. :(

Actually, Luka doesn't get that much attention either. She's been my favorite since I first discovered Vocaloid nearly 9 years ago and I'm constantly disappointed by her lack of popularity and appearance in concerts. The ones who recieve the most attention are Miku (clearly), Rin, Len, and arguably Kaito. Then, of course, you have the Vocaloids who aren't "mainstream" that many Vocaloid fans ignore. Most fans don't branch out past Miku, Rin, and Len. Both Luka and Meiko have their own distinct spark and strong presence that can easily rivals everyone else's if given the chance. And even rival each other. The main issue is their voicebanks. I hear many covers that lack any decent quality, and then rarely I find one that beautifully captures the wonders in either Meiko's or Luka's voicebanks. If they were easier to master, or perhaps if more people took the time to become skilled with Meiko and Luka, they'd have the capability to outshine most.

I'm not saying that's she's not popular at all, as I don't believe Crypton would keep a disliked VOCALOID in the "spotlights" nor would they continue to work with her features, but in comparison to the rest of the mainstream members her fanbase is noticeably smaller. I've rarely seen her appear in live concerts (and if she even does it is for very, very few songs on average, which are repeated often, despite her having 200+). You're right in the sense that her voice itself is difficult to work with for various genres, but I honestly feel that V4X overcame that. Even with V2 there were some extremely fantastic usage with her. It's just a matter of who cares enough to actually learn how to use her instead of sticking to the same old voicebanks of other members because they're easier to master or will get more views by the community. Having said all that, the VOCALOID fan community itself has dwindled down significantly since I remember only a mere few years ago. Or, at least the actively vocal part of the community.
