And they even omitted the DPCM channel, despite everything from Mega Man 3 onwards using the more powerful MMC3 boards. Likely because Capcom didn't want to deal with the hardware quirks of the DPCM channel.
As far as Tomahawk Man's weakness to Plant Man's Plant Barrier, the best I can think of is that it involves flowers as as symbol of love and peace in contrast to war and violence. For example, hippies were known as "flower children" who opposed the Vietnam War.

As stereotypical as this stage is, I still enjoy the hell outta this theme, but Mega Man 6's OST is a masterpiece, also Tomahawk Man has a great weapon too, I just wish the arc wasn't so low.

I think it’s pretty cool that the “America” robot is Native American and not a burger eating guy, so pretty cool, and a nice choice in my opinion. Though, it’s sad to see that his level is more like a West Movie that he has nothing to do with. Apparently, Frog Man may have more Native American connections if you think about it, even though he lives in a Rainy Street level.

I'm pretty sure Yamato Man's weakness to Tomahawk Man's Silver Tomahawk is symbolism of the Navajo language being used as code in the Pacific Theater of WW2, which helped beat back the Japanese since they and the Axis compatriots couldn't decipher it.

This whole game was pretty boring. The music was mostly generic and uninspired and the bosses were just a complete fucking joke. They were too easy with only a few patterns with Plant Man being the absolute worst of them all since he can only jump to attack!

And remember that voice acting in a game doesn't count anywhere outside of it's native country AKA Japan. When it was released overseas is when all the voices were changed. Here in Japan where Megaman 6 was originally made already had an existing Tomahawk Man so this is proof that it was indeed a stereotype. Not to mention some of the other robot masters like Yamato Man being a stereotypical samurai and Flame Man clearly representing someone from India with a turban. Do ANY of the Megaman 8 robot masters even LOOK like they are from certain countries? No they don't. I rest my case ;)
