Because the decal sheet has options for you to dictate the lead train indicator number (number boards). Train indicators displayed (usually on the lead engine) the authority under which the train operated, scheduled or extra. this was common practice during the steam era and was abandoned after 1967 where number boards just indicated the locomotive number.

Is there a reason why we have to install the number board decals ourselves, and not have them done at the factory?
