Saitama have inf power,and shadow have inf potential,just that potential takes inf time to start be stronger like someone,just like dbz where goku have very good potential,and he takes many time to be more stronger. With shadow,he have inf potential,so he can be stronger to the infinity,just time can't make him strong at the second.
