Suppose we are writing to Emergency Department that we should consider as urgent letter?( Even not mentioned any thing in writing task )

Every letter to an emergency dept won't be an urgent letter.They will clearly state in the writing task or DP if it's an urgent letter with words like urgent, emergency or immediate.
