Is the 'Wet & Cold' mod do much in the way of texture/particle effects or is it just for making NPCs react certain weather conditions? I've installed it and it doesn't seem to have the former effect. Does it require other accompanying mods for proper visuals?

The links for the mods used are in the description, and you can usually find good mods on various Skryim fan sites and forums. Skyrim itself is beautiful without mods, but your choice in playing on a PC gives you access to loads of fan content.
