Yes, it is mostly used with a celestial build or has been before today (they adjusted celestial by removing concentration and, most important to condi, the expertise trait). It can be used in other condi builds as well. If you are going to use the longbow for condi, it helps to have some immobs and cripples to prevent peeps from just moving out of your condi fields, blasts, and such.
