Should I be investing in Arthur or Beli P? It seems Arthur is the better commander but Beli seems a better fit for my role since much of Arthurs kit doesnt apply to attacking garrison or rallies. (I have enough sculpts saved to max 2 commanders and we have commander swap coming. All other marches are meta marches)

What I think is really smart about Arthur, and I don't know if it was intended. But the combination of combo and skill makes this a great gateway commander to combo attack. The next Cav combo commander out will now automatically have a pairing for most players. I think this was a big problem with shajar and her formation
