Recommendations don't look efficient. I can understand that they are kept basic, but establishing new independent subsidiaries come with greater risks and can not be listed as a risk mitigation action. Going for cheaper production inputs can result with lower quality, not to mention may not fit with product and company profile.
Nice deep dive into the feasibility of achieving the practical solution based on the video here but I believe the mentioned actions are just basic approach to actually start brain-storming for the practical solution so i think the video has some good content to start with with regards to the risk mitigation
