Pakistan can't do the demarche to the US congress because they were not addressing the pakistan they were addressing their own Govt. Worst Dilemma of so called countries like Pakistan and India was and is THAT they don't have any "Doctor of Jurisprudence" and one and only "Doctor of Jurisprudence" is A Pakistani name "Dr. Raja Haroon Latif" but he is not working for Pakistan and according to him "Supreme Court" can't start any hearing about Election unless they don't declare their preliminary decision about the "Credibility" of Election and after that they can hear every petition but in so called Pakistani Supreme Court they are hearing Petition without the preliminary decision of Supreme Court about the Credibility of Election THAT were Election "Rigged and Manipulated OR NOT" and if "Election" were Rigged and Manipulated then there is no need to hear any Petition BUT Pakistan and Indian Supreme Court start from backward and go backward. Proportionality of seat distribution comes after the Election credibility.
