That's Detective Billings from The Shield, another FX show. He's probably used to playing a more serious role. Actually kind of funny to see him have to be the "real detective," compared to how him and Dutch were on the show.
They don't kill him the Rat King just because he's killed a bunch of rats. Dude's basically an infestation in an army surplus jacket that has learned how to talk and is still working on reading.

Glenn and Kaitlin at the reunion is maybe my favorite blooper. It's such a diabolical, "Game of Thrones" esque dialogue scene between two horrible people and then the genuine warmth of Glenn and Kaitlin shines through when they break
The scene with Mac and Charlie and the chips they must’ve switched the script because he says THE CHIPS ARE OFF THE TABLE OKAY?! And it’s a much better line than the alternative
In the Dennis likes to bind first blooper, DeVito almost breaks as soon as Charlie and Rob and Kaitlin are so close at the exact same time. God these guys are funny, man.
Mac getting angry over Charlie begging for chips is one of the funniest moments ever in the show. I wish it was extended in the episode it was too funny when it happened. Rob is so good at improvising. Not to mention the whole: "Hello I'm a Swedish plumber..." xD Mac's wrath was brought out simply because someone asked him for food he must have been so hungry that he wasn't willing to share it. He's not wrong though Charlie should of just probably gotten himself a bag of chips at the hamburger store then he wouldn't have felt left out.
I love all the characters in this show, but I feel like both when they get paired in storylines and when they're just making each other break in outtakes, Dennis and Charlie are the top combo
