Nice catches! The language is actually German, it's an advertisement playing. My guess would be that it's WDR 2, broadcasting on 94.1 from Münster (25kW) and 93.3 from Kleve (2kW), as they are known for airing commercials before the top of the hour.

Thank you very much for identifying the language! When you said - exactly, I hear German... I will immediately correct the title and description of the video. Your version is also confirmed by the fact that on 92,0 I can hear something from the same burst, that meaning Münster. This is an atypical burst for Germany. Usually a lot of stations come from Germany at once. This transmitter from Münster I got many times via MS with better signal, and I have picked up this also via tropo last September. Kleve with its 2 kW is good catch.
