Its a qball contact with the side of the cue (ie the wood of the shaft), & often a contact with the brass ferrule too (the brass makes a mark on the qball). These kinds of fouls are rarely called by the reff. I sometimes call the foul on myself, but sometimes i do not. I think that it is possible to missed-cue without fouling, especially when using sidespin. But, anyhow, i reckon that all missed-cues should be a foul in the rules. Most of the time a missed-cue results in the end of the break, but on this occasion David fluked the intended potred & continued his break.
