Skyride Starship pack and a few other mods
Superheavy can absolutely hover. It's falcon that cannot.
It can hover but in the landing burn for IFT-4 we saw superheavy land without a hover very similar to falcon 9's landing burn

Yes, it's kitbashed together to make it realistic there's a better mod called Gate way to mars it's pretty much SEP from ksp but for sfs
