Its SF2 rainbow, its because of this game capcom put hyper setting in SF2 Turbo. It''s so damn fun as long as you don't takes it seriously cuz the salt factor can give you a heart attack especially if you keep getting caught by Zangs teleport atomic buster.

You could find machines with this version installed in quite a few convenience stores in brooklyn, ny. Balrog and Zangief were fun to use.
We had a version like this back in my high school. The Ken and Ryu's dragon uppercut had dual fireballs also. Even a noob can win with this version.
