I agree that the lyrics don't clearly express what he's trying to convey (as often is the case in art). MY take on the lyrics is that he is overwhelmed by what he sees in the world every day, whether it's through the news or his own observations. The examples are so random that I feel that he's reacting to being bombarded by the evils and injustices in the world (for example, the sadness of the butterfly caught in the spider's web and also the injustice of the rich man sleeping on his golden bed while there are starving people "choking on a crust of bread".) Just like all of us, the realization that A) life can be unfair and B) life can be cruel can sometimes become too much to take. Here, I think he's saying that he's destined to be the King of Pain because he cannot get these facts out of his brain no matter how hard he tries to think of other things, perhaps using such meaningless observations like the hat caught in the treetop. But being such an emotional being, he probably even feels sad at that minor thing because someone lost their hat.

Saw Sting perform in a small venue in the 90s. It was so entertaining. You get the sense he is such a gentle person.
