Mackerel cutlets with green masala paste

2 cups water

2 large onions (chopped finely)
1 large tomato (chopped finely)

1/4 cup breadcrumbs
1/8 cup vinegar
1 egg
2-3 tbsp boiled fish stock
Semolina as required
Salt to taste
