  • President Vladimir Putin has signed a new law About Russian citizenship.
Federal Law No. 138-FZ "About Citizenship of the Russian Federation" dated 28.04.2023 has been published on the official legal portal.
It will become easier to obtain Russian citizenship for more than 20 categories of citizens.
First of all, the law simplified the acquisition of Russian citizenship by compatriots - citizens of the former USSR, their children, participants in the state program to facilitate the voluntary resettlement of compatriots living abroad to Russia. The right to simplified admission to citizenship was also granted to people who have close relatives in Russia - citizens of the Russian Federation, and foreigners who served in the Russian Federation under a contract for at least one year.
People with relatives in a direct ascending line who permanently resided in the territory belonging to the Russian Empire or the USSR within the existing borders of the Russian Federation will also be able to obtain a Russian passport in a simplified way - without passing the procedure for recognizing them as native speakers of the Russian language.
The law also introduces the institution of termination of citizenship of the Russian Federation instead of canceling decisions on admission to citizenship. In particular, the Russian passport can be deprived for desertion and voluntary surrender, failure to comply with orders during mobilization or martial law, discrediting the Armed Forces of the Russian Federation, calls for extremism, committing actions against the national security of Russia.
In addition, the law establishes that the citizenship of a child does not change when the citizenship of his parents, deprived of parental rights, changes. At the same time, the consent of such parents to change the citizenship of the child is not required. A written consent of the child is required to obtain Russian citizenship by a child aged 14 to 18 years or to terminate it. The document also provides that if a child - a citizen of the Russian Federation is adopted or adopted by foreigners, he retains Russian citizenship.
The law comes in 180 days after its signing and will work from October 26, 2023.
