As a non local i'm confused by the seemingly dual power? Both steam and electric? Can some explain what's happening here? Is this a hybrid train?

My guess is that the loco does not power the carriages - lights etc, they are powered from the grid, hence the pentagraph.

Also helps with reverse running with close to no turntables around any more.
The extra electric power for the train might be useful on steep gradients that have got steeper on this line over the past five years due to Skyrail approach of level crossing removal.
All this equipment is well over a hundred years old, so in the event of a breakdown of the steam locomotive the Tait multiple unit electric can take over in emergencies and prevent fines from the track operator for blocking normal services.
Not too far removed from mainline steam in the US and UK where there is a diesel in the consist that can help in emergencies.

The Steam Locomotive will pull the train oneway but due to lack of turntables it cannot turn around so the Tait's will pull instead for the return.
