I think Limmy was close, but fails to consider how old CRT TV's would look when filmed with a camera. Movies now aren't saying TV's had those lines, they're copying the effect cameras would have FILMING the TV's back then.
I think his point was that they shouldn't do that because the cameras aren't *in the film* and we should be seeing it the way we would normally, rather than through a camera. Funny that it came up again haha
