Because of an issue with biased judging. After these games an investigation was launched and several judges were sanctioned. One was actually dismissed permanently from judging. It was about 2 years later that all this was done.
Except Esther had four passes. I also don’t know how you measure difficulty of dance. Do you mean dance elements or choreography? Khorkina was more elegant but Esther had more content and variety that wasn’t just posing
Yeah, Moya had 0.1 more difficulty in her tumbling vs. Khorkina: Moya's double twisting front+punch front matched Khorkina's whip+double pike, and then Moya had the double pike as her fourth pass. I'm not as well-versed in the values of the dance elements in that COP, but I'm pretty sure Moya had enough for her routine to start from 10.0.
