The lasers are not light speed because light doesn't have mass but those does, but it doesn't make Luffy slow, since he is lightspeed in his fight with Kaido
Those "laser" are light they are made using kizaru fruit which is the light light fruit and light actually does have mass but it's so small that is considered non existing
