Wow, the instructions i got from them told me for step 3 to put wheels on then tighten everything. Then step 4 was to put in the wheel guard. They flipped the steps. i had to take the wheels apart to put on the tray brace, which they instructed to do on step 4 (last step). So thank you for this video. Great help.
The plastic washers are only to hold the 4 bolts into place. If you stack the wheelbarrows as he does, there is no need for them since stacking will hold those bolts into place. I never use them and just throw them out
