@@sudhirsrivastava4109 technical resignation/count of past service will be accepted if you apply through proper channel.. that means if selected your technical resignation, NOC etc should be forwarded through HoO/HoD

Actually KVS is an Autonomous organisation.It is depend upon them whether they will give pay protection or not but they can give.
