I think the bigger difference is the willingness to report violations. Rude gestures may or may not be a crime here, but no one is likely to report them. However, a man who had lost his driver's license kicked a speed monitoring camera and now owes 40,000 euros. BTW, there are at least three WWII hand movements that are banned, not just one.

Are they helping you in anyway? Like paying for the blocked account or accommodation or giving you sponsorship ? If they directly influencing the visa application process, yes you can mention. But incase they aren’t no need to bring them up at all
