Maybe I'm over analyzing, but if high school English class taught me one thing, it's how to over analyze media and find things that aren't there. I think Carl recognized a golden opportunity: Take out the man he's indebted to, get rid of his asshole neighbors, all without getting caught: ~As others have mentioned, if Meatwad hadn't been using a caulking gun, he would have succeeded in killing the mob boss. ~Following that, Meatwad, not having an escape plan (as it likely never occurred to him), would have been shot by everyone. If Shake responded with a loud noise (be it a laugh or yelling "Oh crap"), he would have gotten shot himself; given his reaction in episode, he likely would have just left to watch TV and forget about being paid. Without Meatwad around, Frylock's morality will disappear, and may lash out at and/or leave Shake (assuming he survived); without those two holding him back, he can leave to achieve something with his life. ~Even if the cops question Shake, he's a known liar and likely wouldn't be believed if he tried to blame Carl for what happened (assuming anyone even looks further into the death as Meatwad would have been shot on sight). Boom, all of Carl's problems solved! But Carl's downfall was twofold: He didn't heed Frylock's warning about Meatwad (and by proxy Shake's) lack of intelligence, and not realizing that Meatwad is unaffected by bullets. He was too distracted by an easy and high reward outcome to think about the high risk involved and how he could have mitigated it, or at least have a proper backup plan should the hit have failed (regardless of who he was working with).
On every episode at least one dies, so I'm assuming this is how they pay up the things, the insurance comes, sees the body, pays, the dead respawns, profit.
