Have you thought about adding permaculture features such as swale systems, hugelkulter beds (if there are trees or woody plantings that need taken out, reuse them here), guild plantings and rain gardens to your native garden planning? I enjoyed this video, very helpful but when you mentioned the downspout diversion underground, that's a perfect opportunity to keep that water on your property instead of possibly diverting it to the sewer system. Also, the mound could easily have a ditch dug around it and covered with gravel and topped with mulch to create a soakage area for rain collection. Permeable surfaces wherever possible to slow down and soak in the rain as well.
