- Three police officials were killed and an IG of the PAC of the Uttar Pradesh Police and a DIG were seriously injured in a fierce gunfight with dreaded dacoit Ghanshyam Kewat’s gang on Wednesday.
On Thursday, after they finally managed to kill Kewat, Director General of Police Vikram Singh landed, and announced rewards for the police force for the "major success".
With the police cordon tightening, and his ammunition running out, the brigand ran out of the house where he had taken position. After a chase of about 3 km, the police shot him dead. He was found carrying a .315 bore rifle and 16 cartridges.
The killing brought the curtains down on a drama that began on Tuesday morning when, tipped off about Kewat's presence in the house of a relative, the police came to catch him. However, the dacoit killed one policeman and grievously injured two.
Thereafter, policemen kept pouring into the village, armed with automatic weapons and grenade launchers, even as Kewat kept shooting and injuring them. Senior police officers came from Lucknow to supervise the operation.
The operation renewed on Thursday morning after an overnight halt. Additional Director General of Police (Law and Order) Brij Lal ordered throwing of hand grenades at the double-storyed house where Kewat was hiding. Constable Veer Singh was sent to lock the room holding the dacoit, and was shot in the neck, killing him on the spot.

The manner in which one village level dacoit Nanku alias Ghanshyam Kewat single handedly fought against nearly 1,000 police officials who fired more than 10,000 rounds unofficially at him and 1241 fires officially and struggled about three days to finally liquidate him, has once again exposed the rank incompetence and inefficiency of the state police.
The Chitrakoot encounter which is being described as worst debacle of the UP Police in recent times has left the force shattered and shocked while exposing the truth that when it failed before a small time dacoit in a village, how would it behave in case of strike by the terrorists, who are fully trained and armed or in a hostage situation.
Interestingly, despite the debacle, there is a rat race among the police personnel aspiring to grab the gallantry award for their "heroic action"while those who sacrificed their lives and sustained serious injuries during the encounter have been forgotten and left to fend for themselves!
Look at the ground level scenario of the UP Police during the three-day encounter with just one person who was armed a rifle and a few grenades. Those who were present at the scene included five IPS officers, two ASPs, three circle officers,eight station house officers, four companies of PAC (each company has 135 personnel), besides a huge contingent of the civil police of Chitrakoot, Banda and Allahabad districts. Ghanshyam, who carried a reward of Rs 50,000 on his head, had holed up himself inside a house in Rajapur village in Chitrakoot district while 1000 police personnel struggled for three days to neutralize him.
Now look at the arms and ammunitions of the police used against the single dacoit: AK-47s, SLRs, Insas, Caribines, rifles (more than 800 hundred), .9 mm pistols, GF rifles, tear gas shells, tear smoke, hand grenade and grenades. Opposite such a huge ammunition was Ghanshyam who carried a rifle and a few grenades and did not sleep and eat anything for more than 55 hours .
Till three days, the police personnel kept on firing and showering bullets on him and lopping grenades on him, but failed miserably to target him. Contrary to them, now look at the 50-year-old dacoit Ghanshyam, who was neither trained in firing range, as the UP Police is, nor passed physical fitness tests, as the state police is, but he had demoralized the police by leaving four officials PAC commandant Beni Madhav Singh, constables Shamim, Iqbaluddin and Bir Singh dead and causing grievious injuries to IG V.K. Gupta, DIG Sushil Kumar Singh, Inspector Navendu Kumar Singh, Stational Officer Manoj Shukla head constable Aqram, constables Dilip Tewari and Rajendra Singh. He had left four persons dead and seven others injured and continued to fight till third day despite the state police chief, Vikram Singh, in Lucknow indulging in tall talks that he would be killed soon.

One thousand police personnel firing more than 10,000 rounds of bullets and lobbying grenades could kill ghanshyam on the third day only when he committed a hara kiri. Before being killed Ghanshyam on the outskirts of the village, carrying a rifle in his had and jumping from one roof to another and finally making a good escape exposed the UP Police fired like civilians!
Ghanshyam took nearly five minutes to easily come out of the house, jump from one roof to another and take shelter along a nullah and during this period, the police men continued to shower bullets on him from almost all side, none could target him while firing hundreds of rounds of fire. They could kill him only when a village woman, indicated where Ghanshyam was hiding and shot him dead.
Now the same set of police officers who shamelessly failed in liquidating the dacoit are patting their back to get the gallantry award for their "heroic "role in killing Ghanshyam. Contrary to this who sacrificed their lives or led the battle from the front have been neglected. Take the example of IG , PAC ,Vijay Kumar Gupta who air-dashed to the spot from Lucknow and straightaway reached the spot. First of all he consoled the grieving police team shocked by the death of their colleagues in the ongoing encounter and then he spotted the house where Ghanshyam was hiding. Despite resistance from his juniors Gupta who is the batchmate of Hemant Karkare killed in Mumbai terrorist attack and highly praised by the super cop KPS Gill during anti terrorist operations, positioned himself and challenged Ghanshyam, who lobbed a grenade upon him causing very serious injuries.
Similarly, the other IPS officer Sushil Kumar Singh also faced Ghanshyam's fire power and got injured. Apart from the two IPS officers, five other police officials sustained injuries in the failed operation. Resentment is prevailing in the police, particularly in the constabulary over the neglect by the Mayawati government which has so far not given any financial aid to the injured and ailing police officials nor has any top officer inquired from the families whose members were killed in the operation. The police officials are resenting the way the state police chief is giving money to the members of one caste on a minor crime while the state has neglected the families of the police men killed and injured in the operation. Rather, the police officials are manipulating in the reports to get gallantry award for their superb action. To justify their claim for the awards and rewards, the police officials have used "sahas" (courage) and "veerata" (gallantry) words 41 times in the FIR. If one sees the FIR of the killing of the elusive dacoit Ghanshyam it would appear to be a mutual appreciation certificate among the police officials.
The Chitrakoot debacle has one again brought out the truth that the police in UP is miserably lacking the kind of professionalism and training required in the crisis situation and cannot perform perfectly under pressure and distress. First time the police was exposed when Pakistan-trained terrorists had barged into the Ram Lala Mandir campus in Ayodhya in Faizabad in 2005 and many of the UP Policemen had escaped from their positions and it was on the intervention of the CRPF jawans situation was saved, otherwise the terrorists had almost blown away the deities in the make shift temple .The failure of the police in nailing down a rustic dacoit despite fighting for more than 50 hours also points to the poor firing practice by the policemen in the state. Firing practice is just a ritual where first of nobody fails, secondly the evaluation is conducted on the number of fires and not the number of targets hit by one and secondly majority of the police personnel do not attend the firing pratice. "In More than 60 per cent districts, there is no firing range even "lamented a senior police officer who was earlier in charge of the firing practice. Thirdly, most of the police men who are on VVIP, VIP duties, deployed as personal security guards with the politicians and police officers do not go for the firing practice and when asked for practice they apply pulls and pressures.
The Debacle of the UP Police in Chitrakoot encounter is an eye opener and even if now the state does not learn from its mistakes, it would face serious consequences when a similar situation arises with the terrorists in UP which has already faced maximum number of incidents in the country only after Jammu and Kashmir.
